BSBDM Capital Construction Division

The Capital Construction Division used to be the Embassy Section of the Beijing Municipal Bureau of Housing Administration in the 1950’s. In 1962 when the bureau was founded and the system changed, it became the Capital Construction Division of the Beijing Service Bureau for Diplomatic Missions (hereinafter referred to as BSBDM). As a division of BSBDM, the Capital Construction Division is responsible for the management of the housing construction including BSBDM staff quarters, office buildings, housing for lease and housing for foreign affairs. Currently its organizations include 4 sections, namely the Construction Management Section, Engineering Management Section, Finance and Budget Section and the Admin. Office. For decades, under the guidance and governance of the relevant ministries including FMA, under the leadership of BSBDM, and with the assistance of all BSBDM departments, the Capital Construction Division has successively built the Qijiayuan, Jianwai, Sanlitun and Tayuan embassy zones on the 1.76 million square meters’ land, and built 118 embassy premises and 5 diplomatic residence compounds. Today it is developing the third embassy zone and the fourth embassy zone is also under its development plan.

The Capital Construction Division is mainly involved in such jobs as project’s land requisition, removal, declaration of plans and designs and construction assignments, entrusting surveys and designs, working out and verifying the project’s estimated cost, budget and the final accounts, management and supervision of the construction projects till their completion and handover for use.

Main business:

1. Responsible for planning and building the office and residential housing and the supporting urban facilities for the diplomatic corps, representative offices of the international organizations and the foreign news agencies and their members and dependents as well, and also to plan and build the housing for service, management, education and security, etc --- this is the so called housing for foreign affairs. Details include:

(1) Embassy Premises: divided into new constructions and constructions-added (annex), renovated and expanded within the original embassy compound, and then can be divided further into three categories, i.e. embassy premises built according to the unified plan and standards, self built embassy premises and embassy premises built for mutual benefits. The first category refers to embassy premises which are built with funds appropriated by the state and only for lease; the second category, i.e. self-built embassy premises means that the embassy is built on the land provided by the Chinese side but the fund provided by the foreign side based on the agreement between the Chinese and the foreign government; the third category, i.e. embassy premises built for mutual benefits refers to those which are built by the receiving state for the sending state on basis of reciprocity.

(2) Apartment housing: the diplomatic apartments refer to apartments built for the diplomatic occupants with funds either from the state or BSBDM, which, after completion, should be entrusted to the Housing Service Corporation for lease. 

(3) Municipal facilities: mainly include transformer substation, heating supply station, gas pressure adjustment station, and housing for their management, as well as the cables and pipes for the electric power, telecom, heating, gas, water supply, rain sewage, etc, and road, vegetation and municipal lighting projects.

2. Responsible for planning and building office housing, management housing, education housing and business housing for BSBDM and its subordinate institutions.

3. Responsible for planning and building or housing purchase for removal and the supporting housing needed during the aforesaid project constructions.

4. Responsible for economic and technical safeguarding for additional construction, renovation and expansion projects above ten thousand yuan RMB within BSBDM and its subordinate units’ own areas.
