The Engineering and Construction Department

The Engineering and Construction Department of the Beijing Housing Service Corporation for Diplomatic Missions takes charge of the overall planning and management of the maintenance and repair for the housing property of the corporation, which mainly includes:

1. Conduct on-the-spot management of medium and large size repair and renovation projects;

2. Work out, carry out and supervise the construction plan of the corporation;

3. Verify and approve the construction budget and final accounting, control the expenditure of construction;

4. Monitor the condition of the housing property within its jurisdiction, so as to provide technical basis and professional proposal for the corporate work plan;

5. Provide professional guidance and technical support to the construction projects of the corporate property management departments;

6. Coordinate with the relevant units including power supply, heating supply, gas supply and telecommunication departments;

7. Conduct the thunder prevention tests for the apartment buildings and the embassy premises within the jurisdiction of the corporation;

8. Conduct management on the engineering data, drawings and files.


The Department has now more than 10 engineers including civil engineers, electrical engineers, HVAC engineers and budgeting engineers, among whom two are senior engineers. Together with other related specialists, a capable professional team with rich experience is thus formed to enable the Department to conduct professional management and overall arrangements for various projects.


In the recent decade, the Department has conducted interior and exterior decorations, water, heating, and electric system renovations, yard vegetations etc for more than 60 embassy rented premises, giving them an entirely new outlook, for which the Department received high comments. During this period, upon the request of the foreign users, the Department built nearly 20000 m2 supporting and auxiliary housing by way of construction or enlarging visa offices or office buildings, which satisfies the housing needs of the embassies but also increases the space for lease.


Amongst the renovation projects for the old apartment buildings, the Department hosted the renovation projects of Building No. 5 in Tayuan, Building No. 7 in Qijiayuan and Building No. 1 in Jianwai, worked out solutions to the system problems of equipments, gas and electric pipes and cables in the old buildings, in doing so to improve the quality of the real property and to attract the high end tenants.


Since 2004, we have started to undergo renovations of the external walls for the high rise buildings in the old apartment compounds. So far more than 10 apartment buildings in Jianwai, Qijiayuan and Tayuan diplomatic residence compounds have been sprayed with natural stone paint, and added a heat insulating layer to the external wall, achieving a better energy saving result.


Also the Department is in charge of the specialized professional projects, for instance, the renovation project for fire fighting and security system in Tayuan Diplomatic Residence Compound, renovation projects for the technical security protection systems in Sanlitun and Qijiayuan diplomatic residence compounds, as well as the structure related construction projects, etc. Besides, the Department provides technical support and engineering consultation to the corporate property management departments in their daily constructions.

Rewards:

In 1996, the renovation construction of Building No. 1 of Qijiayuan Diplomatic Residence Compound was awarded as “the Municipal Level High Quality Project”.

In 2007, the thunder prevention test station was rated by its higher office as “the Advanced Team for Thunder Prevention Test”.


Latest Developments:

1. Arrange the implementation of all the construction projects according to the construction plan of 2009;

2. The pre-phase preparation work of the renovation project at the east district in a certain residence compound within the first embassy zone started as scheduled, including planning and design, tendering preparation, and other related preparations;

3. Preparatory work for the development project in the southern area of the third embassy zone, including the determination of the scheme, plan and design;

4. Preparation work for the renovation of Building B in a certain apartment complex inside the second embassy zone;

5. Construction of an indoor membrane structure gym for a certain apartment complex in the third embassy zone;

6. The renovation project of the technical security protection system for a certain apartment complex within the second embassy zone;

7. While ensuring the daily routine repair and maintenance in normal operation, straighten out the internal management, for instance, management of facilities and equipments, energy saving and reduction, cost accounting and control, etc.
