In December 1991, the China Jiaoyuan Corporation for International Economic and Technical Cooperation was founded with the approval of the Ministry of Foreign Affairs, the Ministry of Foreign Economic Relations and Trade (Ministry of Commerce today) and the State Administration of Industry and Commerce. It is a state owned enterprise with an investment of 10 million RMB by the Beijing Service Bureau for Diplomatic Missions (BSBDM).

Its business range covers the following fields: exportation, service, and labor dispatch overseas in sectors like construction, production and service; exportation of equipments and materials needed by the enterprises established abroad; merchandise import and export to and from countries and regions with which we have labor service contracting cooperation; importation of food, fruits and feeds; agency import and export of merchandise within its own administrative system; approved sales within China of imported goods or goods for export; organization of culture and arts exchanges; technical service; personnel training; translation service; agency service for students going abroad at their own expenses. The company passed IS09000 in 2005.

Labor service exportation is one of the backbone businesses of the company. After the establishment of this company, totally 5638 laborers have been placed to work in Israel, Japan, Hong Kong and Germany, and the company has won affirmation of AAA credit rating enterprise by Sino-Japan Trainee Coordination Association. And the company has accomplished over ten big projects of new buildings or renovations for Chinese embassies abroad, conducted the big renovation and remodeling project of Building No. 1 in Jianwai Diplomatic Residence Compound, as well as the new building and adornment projects for B and C Sections of the 3rd embassy zone. So the company has been rated as AAA Credit enterprise by China International  Construction Association.
